Hi. This polycarbonate container is foodsafe and human exposure to BPA from polycarbonate plastics is minimal and poses no known health risk. Yes, this container would be able to fit 25 pounds of flour. If you want a little more room, there's a 22 qt container that is NSF certified, item 106404.
