{"id":11364,"date":"2022-01-25T10:29:26","date_gmt":"2022-01-25T15:29:26","guid":{"rendered":"https:\/\/www.wasserstrom.com\/blog\/?p=11364"},"modified":"2022-02-10T08:06:57","modified_gmt":"2022-02-10T13:06:57","slug":"is-a-second-round-of-rrf-grants-on-the-horizon","status":"publish","type":"post","link":"https:\/\/www.wasserstrom.com\/blog\/2022\/01\/25\/is-a-second-round-of-rrf-grants-on-the-horizon\/","title":{"rendered":"Is a Second Round of RRF Grants on the Horizon?"},"content":{"rendered":"\n<p>The National Restaurant Association (<a rel=\"noreferrer noopener\" href=\"https:\/\/restaurant.org\/\" target=\"_blank\">NRA<\/a>), represented by <a rel=\"noreferrer noopener\" href=\"https:\/\/restaurant.org\/sean-kennedy\/\" target=\"_blank\">top lobbyist Sean Kennedy<\/a>, pleaded with Congress on Monday for another round of Restaurant Revitalization Fund (<a rel=\"noreferrer noopener\" href=\"https:\/\/www.sba.gov\/funding-programs\/loans\/covid-19-relief-options\/restaurant-revitalization-fund\" target=\"_blank\">RRF<\/a>) grants.<\/p>\n\n\n\n<p>The RRF was part of the American Rescue Plan (<a href=\"https:\/\/www.whitehouse.gov\/american-rescue-plan\/\" target=\"_blank\" rel=\"noreferrer noopener\">ARP<\/a>) signed into law on March 11<sup>th<\/sup>, 2021. The ARP Act budgeted $1.9 trillion and was intended to <a rel=\"noreferrer noopener\" href=\"https:\/\/www.whitehouse.gov\/briefing-room\/legislation\/2021\/01\/20\/president-biden-announces-american-rescue-plan\/\" target=\"_blank\">build a bridge towards economic recovery<\/a>. <\/p>\n\n\n\n<h2 class=\"wp-block-heading\">New Data Reveals Industry Struggles<\/h2>\n\n\n\n<p>With the onset of the Omicron variant, the restaurant industry is once again facing economic turmoil that threatens the life of many of our nation\u2019s foodservice establishments. The NRA and the Independent Restaurant Coalition (<a rel=\"noreferrer noopener\" href=\"https:\/\/www.saverestaurants.com\/\" target=\"_blank\">IRC<\/a>) recently released this harrowing data on the state of the industry:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>In a recent <a rel=\"noreferrer noopener\" href=\"https:\/\/restaurant.org\/research-and-media\/research\/research-reports\/\" target=\"_blank\">NRA survey of 4,200 restaurant operators conducted between January 6-18, 2022<\/a>, 88% of respondents saw a decrease in demand for indoor dining and a decrease in sales due to the Omicron variant.<\/li><li>51% of respondents reduced hours in their operation as a result of the Omicron variant, while 34% had to close on days they would normally be open for business. <\/li><li>50% of restaurants that did not receive an RRF grant reported it is unlikely they will outlast the pandemic.<\/li><li>For businesses that received grants, 96% of operators said it made staying in business more likely and 92% reported using the grant to cover Covid-related expenses.<\/li><li><a rel=\"noreferrer noopener\" href=\"https:\/\/restaurant.org\/research-and-media\/research\/research-reports\/\" target=\"_blank\">In the same survey<\/a>, more than three quarters of respondents said their restaurant&#8217;s fiscal health is worse now than it was three months ago.<\/li><li>According to <a rel=\"noreferrer noopener\" href=\"https:\/\/www.saverestaurants.com\/\" target=\"_blank\">data collected the IRC<\/a>, many independent restaurants have taken on excessive debt and are faced with the possibility of eviction. <\/li><\/ul>\n\n\n\n<figure class=\"wp-block-image size-large is-resized\"><a href=\"https:\/\/www.cdc.gov\/coronavirus\/2019-ncov\/variants\/omicron-variant.html\" target=\"_blank\" rel=\"noopener noreferrer\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/www.wasserstrom.com\/blog\/wp-content\/uploads\/2022\/01\/empty-restuarant.jpg\" alt=\"Restaurants are in desperate need for a replenishment of RRF grants.\" class=\"wp-image-11383\" width=\"1024\" height=\"683\" srcset=\"https:\/\/www.wasserstrom.com\/blog\/wp-content\/uploads\/2022\/01\/empty-restuarant.jpg 1024w, https:\/\/www.wasserstrom.com\/blog\/wp-content\/uploads\/2022\/01\/empty-restuarant-300x200.jpg 300w, https:\/\/www.wasserstrom.com\/blog\/wp-content\/uploads\/2022\/01\/empty-restuarant-768x512.jpg 768w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/a><figcaption>The demand for indoor dining dropped considerably due to <a href=\"https:\/\/www.cdc.gov\/coronavirus\/2019-ncov\/variants\/omicron-variant.html\" target=\"_blank\" rel=\"noreferrer noopener\">the emergence of the Omicron variant<\/a>.<\/figcaption><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\">The National Restaurant Association&#8217;s Letter to Congress<\/h2>\n\n\n\n<p>The NRA estimates that the first round of RRF grants saved approximately 900,000 restaurant positions. If Congress passes another round of RRF grants, more than a million more jobs will be saved. Top lobbyist and Executive Vice President of Public Affairs, Sean Kennedy, had this to say about the state of the restaurant industry <a rel=\"noreferrer noopener\" href=\"https:\/\/thehill.com\/changing-america\/resilience\/smart-cities\/591136-restaurant-industry-hit-hard-by-omicron-asks\" target=\"_blank\">in his letter to Congress<\/a>:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p>&#8220;Restaurant recovery is paralyzed and nowhere near complete. Congress must act now to replenish the RRF in the upcoming legislative package to fund the government \u2026 After two years of closures, COVID-19 variants, worker shortages, and inflationary pressure, a dangerous number of restaurants are at the end of the line. The RRF was a critical lifeline to many, but far more remain on the sidelines, desperately looking for support amid continued economic uncertainty.\u201d<\/p><\/blockquote>\n\n\n\n<h2 class=\"wp-block-heading\">What\u2019s Next in the Battle for RRF Grants?<\/h2>\n\n\n\n<p>The decision to replenish RRF grants should be made within the next few weeks. We are optimistic lawmakers will secure the support needed for a second round.
